Foster was born in Philadelphia, Penn. in 1903. He was graduated from Dartmouth College in 1925, receiving an A.B. degree from Cambridge University in 1929 and an A.M. degree from the same university in 1932. When the University of Pennsylvania granted him a Penfield scholarship, he travelled in Europe to complete the research for his thesis, The free city of Danzig.
